France and Spain back down on fish discards after internet campaign

France and Spain today backed down over a plan to carry on throwing dead fish overboard after an internet campaign organised by a television chef.

Prior to Hugh Fearnley-Whittingstall’s social networking campaign, the two countries had been hoping to persuade fellow fisheries ministers to sign a declaration opposing a ban on discards, when trawlers exceeding their allowable catch throw back fish into the sea dead.

More than 130,000 Twitter and Facebook messages were sent to ministers urging them to oppose the draft declaration and France and Spain did not insist on a vote. Britain’s fisheries minister Richard Benyon went into the meeting saying he would oppose France and Spain. The EU fisheries commissioner Maria Damanaki now looks likely to phase out discards over four years, by reforming the Common Fisheries Policy in a way that ultimately kills fewer fish.

Last night Fearnley-Whittingstall told supporters: “I’m coming back on the Eurostar and it’s been a satisfying day. Discard disaster has been averted as the French, Spanish, Portguese and Belgian revolution just didn’t happen. Maria Damanaki led from the front and seems to be building consensus among the ministers. Everyone agreed that the amazing Twitter and Facebook activity over the weekend made a real difference.”

136,000 tweets were published between Saturday and when the EU Fisheries Ministers gathered in Brussels on Monday morning, addressed directly to each Minister in his/her own language.

To top off a moment of victory, this evening Hugh’s Fish Fight won the RTS Award for Best Popular Factual Programme, the citation [below] highlighting the importance of the multiplatform element. Hugh was delighted and is raring to move on with the follow-up series this year which will cover events like yesterday in Brussels.

“An interesting, watchable and accessible series of clever and effortless campaigning. The presenter is an amazing advocate, demonstrates admirable tenacity and gains unbelievable access. The series is also distinctive in terms of online innovation and activity.”

This is the second time this year a resolutely TV-centric awards has picked up on the multiplatform dimension of Fishfight, indicating the increasingly mainstream character of Multiplatform. Last month Fishfight won the Best Popular Factual Programme category of the Broadcast Awards, run by the industry’s tradepaper. The citation included:

“A passionate, uncompromising programme that made a potentially dull subject fascinating – and with superb use of multiplatform.”

Tipping the hat to Hugh’s previous campaign, Chicken Out, I conclude with a traditional little joke: Why did the Belgian chicken cross the road?

(Because there’s fuck all else to do in Brussels.) Not like the London chicken then.

It’s been a pretty tough project but that backing plus the following have made it worth the blood, sweat and tears: before the season even started transmitting this multiplatform commission prompted a debate about the senseless waste of empty homes in the House of Commons. I’m just back from an event in Parliament with George Clarke fronting our C4 delegation to rally more MPs behind the initiative, including the committed Lib-Dem Andrew Stunell and the shadow minister for Housing Jack Dromey.

Empty Homes

Jason McCartney (Colne Valley) (Con): It is an honour to have secured this Adjournment debate on empty homes. It is an issue that I and many Members on both sides of the Chamber have raised in recent weeks and months. Indeed, only last week, three Members asked about empty homes during the ministerial statement on housing.

I became involved in the issue of empty homes because of my deep concern about overdevelopment in my Colne Valley constituency in west Yorkshire. It is home to the lovely towns of Slaithwaite, Marsden, Holmfirth, Honley, the Huddersfield suburbs of Lindley and Birchencliffe and many more beautiful areas. I was concerned that our beautiful Pennine countryside was set to be dug up for new identikit homes.

The idea of green fields being developed is bad enough, but it defies all logic to be doing it while thousands of existing empty properties are being left to rot. In fact, my local council, Kirklees, has just voted for a local development framework that will impose 22,470 new homes in the district over the next 15 years, with some going on green belt. I say, bring Britain’s empty homes back into use first.

There is a groundswell of support for the empty homes campaign. I have to admit that I am a big fan of Channel 4 shows such as “Grand Designs” and “Restoration Man”. The presenter of the latter show, George Clarke, will be telling the nation about the scandal of Britain’s empty homes in a forthcoming series on Channel 4 next Monday and Tuesday evening—that is the plug out of the way.

What is an empty home? Homes are left empty for a number of reasons—for example, when they are between tenants, being refurbished, in probate or when the owner is in care or hospital. For the purposes of this campaign and this debate, however, we are primarily talking about long-term empty homes. These are properties that are stuck empty, and I believe that getting those houses back into use could be a quick and relatively inexpensive way of providing more housing.

The Parliamentary Under-Secretary of State for Communities and Local Government (Andrew Stunell): Like my hon. Friend, I have been in contact with George Clarke and Channel 4, and I am happy to add a second endorsement of the programme on empty homes that they are developing. He, I and they are appalled at the scandal that 250,000 properties [see how the Government manage to make 100,000 disappear – just like that?] are empty when millions of people are on waiting lists, anxiously looking for homes and unable to find them. As well as being eyesores and as well as easily falling into disrepair, empty homes are often an expensive menace to communities and public services, attracting antisocial behaviour, squatting and vandalism.

The Government know very well that we need to build more homes, more quickly, and the housing strategy statement made in the House by my right hon. Friend the Minister for Housing and Local Government last Monday shows real earnest intent. At the same time, we have to make better use of our existing homes, as that is better for communities, for the environment and for the families who have the new home to live in. We have been working on ways to bring empty homes back into use, and tackling those homes is one of the key pledges that we made in the housing strategy.

Billingsgate Market in London has said its 42 traders had seen a surge in demand following the launch of Channel 4’s Fish season last week, which saw chefs Hugh Fearnley-Whittingstall, Jamie Oliver, Heston Blumenthal and Gordon Ramsay extolling the virtues of alternatives to cod, salmon and tuna like coley, Cornish pollack and mackerel.

Tesco, the country’s largest supermarket, said it had sold between 25pc and 45pc more “fresh sardines, coley, brown crab, whiting and sprats” compared to the previous week.

Marks & Spencer said it had its biggest ever week of fish sales, up 25pc on the same week last year, while Sainsbury’s said it had seen 12pc increase in pre-packed fish and a 7pc rise at its fish counters and in frozen fish. Pollock, an alternative to cod, was up 167pc, it said.

“We have managed to get our hands on more Dab than normal. It will influence what our buyer orders,” said a Sainsbury’s spokesman.

Independent fishmongers have also seen a spike in consumer demand and interest in the fish they are buying.

Steve Herbert, who with his brother Graham and their father William, runs W.J. Herbert & Sons on the Wood Green high street, north London, said: “It’s been a good week. Lots of people have been coming up asking about the TV show. There’s been a hell of a lot more coley sold. That had been dropping off.”

However, Mr Herbert said some alternatives like Monkfish and Turbot were too expensive for most customers and even mackerel had risen in price recently. “If the fish is too dear people will just not pay it,” he said.

Mr Herbert said they had seen one-off surges in demand, most notably during the BSE disease crisis that peaked in 1992, and he remained a realist. “We have seen a rise in sales after TV shows before and then it drops away,” he said.

Don Tyler, chairman of the London Fish Merchants Association and a big fan of sprats, said: “Retailers I have spoken to have had a very, very good week. There’s no doubt that the publicity has led the public to be more adventurous.”

He added: “We were very concerned about the publicity over fish getting thrown over board but the campaign has attracted favourable attention to the trade.”

Sales of “alternative” species of fish and seafood have soared after being championed in Channel 4’s new Fish Fight campaign, the UK’s leading supermarkets reported today.

Consumers are favouring coley, dab, mussels, squid and sardines over the staple salmon, cod and tuna following the programmes last week, which highlighted the wasteful use of “discard” in fishing practices while encouraging shoppers to take the pressure off popular fish stocks by being more adventurous in what they eat.

The cook and Guardian writer Hugh Fearnley-Whittingstall, credited with boosting demand for higher-welfare chicken three years ago, has taken the lead in the new campaign. Programmes from fellow chef Jamie Oliver have shown consumers new ways of cooking less popular species such as mussels, squid and trout.

Sainsbury’s said sales of “bycatch” from its fresh fish counter had been “promising” overall, while sales of pollack had leapt by 167% week on week. It said customers had responded well to the fish featured in Jamie Oliver’s programmes with sales of British and MSC-certified mackerel up 60% and mussels up 16%.

Sales of its sustainable “line and pole caught” canned tuna increased by 17% over the last week, while sales of organic salmon grew by 16% and normal salmon sales remained unchanged.

Tesco, the UK’s biggest fish retailer, said it had seen an increase in sales of between 25 and 45% for fresh sardines, coley, brown crab, sprats and whiting in the week since the first programmes. It said in a statement: “We sell around 40 species of fish on our fresh counters and our staff are trained to advise customers on trying new varieties. Sales of fresh cod, herring, mussels, mackerel and canned tuna also increased compared to last week.”

But the supermarket was singled out by Fearnley-Whittingstall for misleading labelling on its canned tuna, leading the company to pledge to catch 100% of its own-brand canned tuna using the “pole and line” method. Tesco last week came fifth out of the major supermarkets in a 2011 league table of sustainable tuna, compiled by Greenpeace.

Waitrose said sales of seafood overall were up by 15% – with most of this increase being attributed to species that have traditionally been less popular. Sales of frozen coley were up by 36%, frozen mackerel up 31% and Dover sole up 163%. A spokeswoman for Waitrose said: “There has also been strong demand for dabs, which we sell frozen. This week we are launching sprats (a fish that has almost been forgotten by UK consumers) and are looking at introducing dabs and coley on our service counters over the coming weeks. We are also introducing Welsh flounder – a species commonly discarded.”

Ally Dingwall, aquaculture and fisheries manager at Sainsbury’s, said: “Fish Fight has had a direct impact on consumer behaviour. It’s encouraging to see a positive shift towards less popular and bycatch fish, and if we can establish continued demand, fishermen will land and sell more of these species, and it may potentially become targeted species. In the last week, our fish sales have risen across the board: from fresh to counter to frozen fish..”

Asda reported “really strong sales across the whole of the fish category in the last week, up 10% on the previous week” with particular growth in the sales of products included in Jamie Oliver’s recipes. Sales of trout fillets, for example, rose by 56%, whole sardines 66% and whole mackerel up by 115%.

Marks & Spencer said it had ordered in over a third more stock than it did for its peak Christmas week. Richard Luney, M&S fish expert, commented: “We had our biggest ever week in the history of M&S on fish sales last week, sales were up 25% versus this time last year. One of the key highlights was on our line–caught tuna that had a record week – so the importance of avoiding purse seined [a large net that catches entire schools of fish] fishing methods obviously really hit home.”

As part of the Fish Fight campaign, consumers have been urged to add their signatures to a letter to the European fisheries minister, Maria Damanaki, calling for the elimination of discards to be elevated to a top priority in the forthcoming review of the European common fisheries policy. Even before the programmes were aired, the letter attracted over 35,000 signatories but this has now risen to well over 500,000. Today, Fearnley-Whittingstall urged consumers: “Please keep spreading the word. Half a million supporters today – less than a week after our shows went out! I wonder if a million sign-ups is a crazy dream … what do you think?”

4 differences between a podcast and a radio programme

At the one day Future:Content conference put on this week by London design outfit It’s Nice That the medium of Audio was covered by Francesca Panetta of The Guardian (podcasts) and (in her spare time) Hackney Podcast. Listening to a recent podcast of hers capturing Hackney at night I was reflecting – being a huge lover of radio (I listen to over 20 hours a week) – on what’s the difference between a podcast and a radio programme…

  1. A podcast does not have to fill airtime or a specific slot length – that means the subject-matter can define the shape of the content
  2. It does not have to appear with the exact regularity of, say, a weekly slot – so you could make more of an event of its appearance
  3. You have deliberately chosen to listen to a podcast, it’s not background or encountered by chance
  4. One that Francesca placed great emphasis on, a podcast is usually right in your ears (i.e. often they are consumed on earphones) – so sound design is that much more important and impactful.

I’ve made some radio in my time, some arts and music stuff for BBC World Service and Radio 2 with a variety of inspiring people from John Peel (on vinyl/records) to Jonathan Miller (on mirrors in the arts), loved the experience of that very special medium, and really want to carve out some time to do a bit of podcasting this coming year. I also want to pick up again on my Songlines project from next month.

I was covering Future:TV on the day. I focused on the re-socialising of TV through social media. It was an honour to be sandwiched between designer Neville Brody and Deyan Sudjic, Director of The Design Museum. I’ve had Deyan’s book Cult Objects on my bookshelf since 1987 and taking it out again on the eve of the conference it looked very much like a product of the 80s with its watches and pens, Filofaxes and objects of sleek matt blackness. My beloved Olympus XA2 pocket camera features on page 63, a happy matt black blast from the past, haven’t seen it around the house in a dog’s age. (Nor for that matter have I seen my copies of issues 1 to 10 of The Face, but they’re bound to be in the attic.)

Neville Brody arrived fresh from the student cuts demo in and around Westminster. He showed photos he’d just taken, including a placard saying “I still hate Thatcher” (also very 80s) which brought a smile to the lips. He reflected on how the current student generation has forgotten how to get angry and protest, how the day’s events felt like some kind of reawakening, and he brought with him an old school energy and rage at the assault on the Future:Contentmakers, the designers and artists of tomorrow. There’s something not right, was my first thought of the day as I walked down to the tube heading for the gathering at Shoreditch Studios for a day of interesting reflections on where Content is going, not right at all about addressing a problem of excessive debt by starting people out in life with excessive debt. The student fees question has brought out the worst in the LibDems (speaking as one who helped vote them in, in as much as they were voted in). It came out yesterday that, as Chief of Staff, Danny Alexander wrote about putting “clear yellow water” between the LibDems and the other parties on the issue of student fees – did he forget that clear yellow water is otherwise known as a streak of piss?

Tragic

Something truly tragic about this defining image. But when what you say diverges from what you think you’re asking for trouble. The most charged moment of this election. Beside the issue of political duplicity, the dramatic fall spotlighted contempt for the voter, poor judgment of relations with the public and bad communication, topped off with desperate lying to get out of it. Tragic for this man and casting a shadow over all our politicians.

Digital Britain: grit in the oyster

pearlWith the publication of the Digital Britain report today it’s an apposite time to reflect on the role of Channel 4 in Britain’s Public Service landscape. After listening to former BBC Chairman Christopher Bland asserting (this morning on Today) that the UK can only afford one public service broadcaster and after reading a spiky response from BBC Trust Chairman Sir Michael Lyons jealously guarding the BBC’s cash, I reflect on last night’s RTS Education awards. I went along with The Sex Education Show presenter Anna Richardson and the Sexperience team from Mint Digital and Cheetah. During the evening I caught up with Tanya Byron who was presenting the awards and served on the Digital Britain steering group (I worked on the DB Being Digital / digital media literacy work group, whose outputs Tanya polished. I also helped her a little with her government Review of Children and New Technology last year and have been busy trying to get it implemented this year via the UKCCIS). At the end of the ceremony she spoke of how she had been inspired by watching all the nominations with her family and picked out Sexperience,  Chosen and Troubled Minds for special mention.

Just playing the numbers game, the BBC with its pots of cash for education scored 2 awards. Littl’ ol’ Channel 4 bagged 5. And some 5…

For Educational Impact in Primetime  Chosen (True Vision for More4) – three courageous men disclose the abuse they suffered at school. Turned down by 17 commissioning editors before More 4 had the balls. Talking of Balls, one of the three protagonists, Tom, drafted a set of recommendations taken up almost in their entirety by Secretary of State for Education Ed Balls when he reviewed this area in the wake of this film. The jury said: “A revelatory and dignified film… which explored paedophilia by allowing three highly articulate middle-aged men to tell their own stories of having been groomed and serially abused by teachers in the same public school as they were growing up.”

For the 11-16 Years category KNTV Sex produced by Tern Television (whose trusty leader Harry Bell – he knows a good Rioja when he sees one – I caught up with in the bar afterwards) – a lively, funny animation (punctuated with weird archive from Eastern Europe) tackling tackle and other forbidden subjects. The jury said: “A witty and uncompromising look at a subject of great relevance to its target audience. It uses first-class entertainment devices and characters to deliver tough content. An engaging and fun watch with real take-home for the viewer.”

For Campaigns Jamie’s Ministry of Food (Fresh One for Channel 4) – love him or loathe him, you have to admire Jamie’s commitment. I was lucky enough to work on Jamie’s School Dinners which in many ways set the gold standard for mainstream Public Service TV. The jury said: “The winning series was utterly brilliant – it truly enriched the lives of the people involved and gave the viewer a rare insight into other people’s lives.”

For Factual Education 7/7: The Angels of Edgware Road (Testimony Films for Channel 4) – driven by one committed film-maker, a story of people who risked their lives to save others. The jury said: “not only a deeply moving account of the appalling events on the London Underground in 2005 but challenged its audience to consider their own responses if faced with the dilemma of whether to save themselves, or try to save others.”

For Educational Impact in Primetime (Series) Can’t Read Can’t Write (RDF Media for Channel 4) – teacher extraordinaire Phil Beadle (who I worked with on The Unteachables) again teaches the ‘unteachable’, this time adults who have never grasped reading and writing and had given up. Now two of the featured contributors have written books! The jury said: “powerful storytelling and memorable sequences within this important series which highlighted the shockingly high numbers of British adults who cannot read or write. The jury was genuinely surprised by the extraordinarily brave characters whose stories were at the heart of the series, finding them engaging, surprising and honest.” Compare that one for example to BBC RAW for flair, passion and imagination.

Sexperience lost out for Innovation in Education to the BBC’s School Report which marshals the whole BBC machine – BBC News, Radio 4’s Today, the network of local radio stations, the Full Monty/Aunty – to encourage children to try out news journalism. Laudable and solid. But an exact replica of Channel 4’s Breaking the News for a different audience (Newsround age as opposed to 14-19) which won an Education RTS in 2005, a year before School Report was launched. Yes, a strange choice given Raw’s Battlefront was the other nominee.

All of this illustrates how Channel 4 is the grit in the PSB oyster. The BBC would be even Blander (scuse the pun) without the boundary pushing of C4 and its discovery and nurturing of talent. On BBC Jamie cooks and makes a dish, on C4 he campaigns around food and makes a difference. (He was discovered of course by an ex-C4 PA who followed her passion straight out of Charlotte Street to become a highly successful exec producer, Pat Llewellyn.) Digital Britain has highlighted and backed C4’s place in British media and started rolling an exciting updated remit:

Championing and promoting creativity and new talent across all digital
media, by:
●● Investing in a wide range of original, innovative, high-quality audiovisual
content, including film, which provides alternative perspectives
and reflects the cultural diversity of the UK.
●● Providing audio-visual services and programming that can stimulate

●● Maintaining a strong commitment to distinctive national and
international news and current affairs.
●● Enabling through partnership the development and reach of other public
service content from British cultural organisations.

embracing the potential of all digital media to connect with audiences
in new ways and to encourage the wider take-up of and participation in
new digital media by audiences.
